I think you've underrated the lower band of ST, Kromm. ST7 is only half as strong as ST10, and ST10 is - by your own admission (elsewhere) - above human average. Not to get into the girl-bashing stuff, but I take a regular, lanky man as being ST8-9 and a regular, lanky woman as being ST7-8. Not that I'd necessarily adventure with someone like that.... but it's a good starting point for background NPCs the party must protect from harm.

I dare say that ST is different from the other three attributes.
A DX, IQ or HT of 14 will always be a lot no matter what size or race you are (short of supernatural ones) ST however varies a lot from one species to another, and for Human strength I think my list is at least somewhat accurate. (Also extreme values in ST is not very unusual, Dragons Have an average of 25 and for vampires ST 20+ isn't really all that uncommon What Kromm wrote though was (probably) meant for the other three attributes, or atleast what an ST of <value> would mean to a man of average build. After all, a fully grown man with an average build and yet an ST of 7 would be really weak :P
