Default Super quick noob gurps question.

It's the first time I've ever run a cinematic campaign, and my one friend wishes to play a psyker with bind ability.

No problems so far. My only question is he has to make a "to hit" roll in order to use it unless he takes malediction or something like that right?

Is there any way to make his ranged attack roll not be dex based?

Based On IQ is a canonical 20% Enhancement.

Alternately, you could use the Skills for Powers Rule and just say that there is a IQ/Hard skill called Psychic Binding or something. That's another fair way to do it.

That would be to make it so the enemy defended with IQ vs strength correct?

Would the skill used for the person using the binding ranged attack be "innate attack" skill? The Dexterity easy skill?

It could go either way on the based on other attribute thing. It can apply to your roll, or their roll, choose which when you take the enhancement.

Yuppers, innate attack is the way to go on that one. Once again, it wouldn't be unreasonable to allow the PC to use an IQ/Hard skill in lieu of the Innate Attack skill. Perhaps not strictly canon, but certainly not unfair.

Alright thanks guys! Now I have to see if he'll be unbalanced alongside the relatively mundane regular PCs that he's working with. The force field DR advantage seems kind of crazy good.

Innate attack is generally way better then low-TL combat options, and exotic advantages likewise.

If the rest of your PCs are Mundane Backgrounders, I'd consider having this guy take an Unusual Background.

What do you think would be a legitimate cost level? The remainder of the players are around TL5, with some TL6 - TL8 artifacts. It's a post nuke scenario.

If they have things like assault rifles and reasonable access to ammunition, then you don't have a problem from innate attack.

If they have access to TL 8 armor and gadgets like night vision goggles etc, you likely won't have a problem with exotic advantages.

This goes double if the guy with IA and exotics has to use TL 3 stuff, or something.

Right now they're using a lot of blackpowder weapons and melee weapons.
