Flee Powder
Once flee powder is played and you do not have a specific cancel one time use card are you able to "respond" or "react" with any card such as payoff or magic lamp so that there is no monster anymore?

First of all, you're being forced to attempt to Run Away. You're not being forced to automatically suffer the Bad Stuff of every Monster, but you're no longer in combat. So, Magic Lamp, yes. It even says you can use it if you failed your roll. However, remember that it only removes one Monster and you can only use it if it's your turn (i.e., a helper can't use it, nor can someone use it if the fight was transferred to him with Transferral Potion). However, Payoff must be used while you're in combat, and as I said above, you're no longer in combat for the purposes of playing a card like that and therefore can't use it.
