Default Multiple monster bad stuff order - does not pursue

Gonna try to keep this short -

I was at level 4, looked for trouble and fought an undead horse. Another player adds king tut. I have to run away. I roll for the undead horse bad stuff first which is lose two levels . I fail the run away which puts me at level 2. I point out king tut now does not pursue me because I am level 2 and king tut does not pursue characters of level 3 or below and therefore should not even have to roll. The player that played king tut argues that when combat began I was level 4 and SHOULD have to run away from him still. Our third player won’t settle the tie in dispute. Please help with the correct way to finish all actions with this.

You run away from the monsters independently, in whatever your current state is at that time. You were correct and your opponent was not.
