Deliver Your Soliloquy Clarification

This "Go Up a Level" card has me confused.

Following the exact text sounds to me like a level 7 munchkin killing a monster unaided would reach level 8, then play this card and "Go Up a Level" (now level 9) along with an extra level because of the text, thus reaching level 10 and winning the game.

Is this just a poor choice of words in the text?
