Default Items with Advantages

Is there a way to "enchant" or otherwise add advantages to item without a houserule?

For Example, a mask that has Filter Lungs?

I just checked them out, and it seems they only allow you to build new inventions or invent inventions ahead of their time (like for the example a Gas mask). However, this doesn't allow other, less technology "copyable" advantages to be created (ambidexterity for example.)

Ah, you seem to have mixed up the Gadgeteering rules (B475) with the Gadget Limitations rules (B116). The later allows you to buy advantages in the form of equipment, paid for with character points.

Now, you only need to do that if you can't buy mundane equipment for the job, which may well still be described in terms of Advantages (e.g., a gas mask).

Buying ambidexterity with gadget limitations admittedly takes some ingenuity, unless you're using cyberware, when it's easily explained as replacing or reprogramming part of your nervous system. But buying off-hand training for a single skill (usually a combat skill) is only a 1-point perk, as explained in Power-Ups 2: Perks. This is one of the few places where 4e Basic has become somewhat obsolete.

Part of GURPS Thaumatology: Sorcery is an enchantment system that can do just this. There's no "mask" option there (closest thing would be the circlet/tiara one), but you can work that out fairly easily (base it on Gadget Limitations). For a Filter Lungs mask, that's Filter Lungs (Magical -10%) [5] on a mask, which probably has a multiplier around x0.4, for around 2 EP. The mask itself must have inherent value equal to at least 3% of Average Starting Wealth (for being 1-5 EP). For actually enchanting the item, the character can either go with Personal Sacrifice, burning 1 character point and a day of work (probably generating the needed 2 EP in the process), or can go with Spectral Forging, which will take around a month but doesn't cost any character points (he can take a penalty to do it faster).

GURPS Fantasy also has a system for this.
