I don't see how you get the move. The trot/gallop transition in quadrupeds increases roughly with the square root of limb length, which would imply a bit short of 4x movement speed.

As to altered time rate, do you suppose that a tyrannosaur (about 3x human height) had altered time rate about 4/7? That doesn't strike me as evident. What are you taking "altered time rate" to be a measure of?

Because altered time rate reduces it, so you need enough enhanced move to make up for it. It's essentially '16x stride length, 1/4 as often'.

How long actions take. If acceleration doesn't change, the time required to complete any action scales with the square root of the distance which must be covered (also, energy scales as mass x distance; if it's 16x human height and 4096x human weight, it actually strikes with 16384x human energy). Real-world creatures are much harder to talk about because they change in build so much as size changes, but if you look at things like heart rate, it's about -1/4 in mass, and reaction time is more or less linear in nerve path length.
