Default Dependency

On a world where mana is everywhere, like air is everywhere, but there are ways in creating no mana areas. Would the availability of mana count as Very Common for the Dependency disadvantage?

If it's everywhere in the sense that air is everywhere, and this dependency is something that all the dominant playable races will have, then it is a zero-point feature. Kind of like how humans, elves, and orcs all have Dependency (gaseous oxygen).

It is not something that all playable races will have. Just some of them.

And at this point there are no natural No Mana zones.

"Very Common" if mana is ubiquitous or nigh-ubiquitous but there's at least a theoretical possibility of it being depleted or drained in small areas, if only artificially.

"Common" if areas with mana are more common than areas without, but both are widely found.

"Occasional" if areas without mana are more common than areas with, but both are widely found.

"Rare" if mana is all but unknown but can be generated or stored in small areas, if only with extraordinary effort.
