That's what that psi technique basically does. It adds Link (+20%) to each ability allowing both to be used at the same time.

Yeah. You could create a psi technique that adds Independent to TK Grab and then do it, but you might just be better off doing it by technique with Link instead so for as long as you concentrate they are grappled and take damage from TK Crush.
