Default Energy Reserve Question

How much of a limitation is it to be unable to spend more than a certain amount of an Energy Reserve's available FP?

Example: Joe PC has a 30 FP Energy Reserve. However, he can only spend... let's say... 2 FP at a time. This means that he can't Heal (if he has that advantage -- lets say he does) more than 4 HP at a given time without spending his own personal FP. He also couldn't power more than 2 FP of a spell without dipping into personal reserves. And so on....

Obviously, this would depend on just how big the Energy Reserve is -- 5 FP ERs don't feel the pinch as much as 100 FP ERs do.

Anyone?

I'd use the Capped limitation from Healing (Powers, p. 51), with the restriction that your cap can't be larger than half your ER, to ensure that it's a meaningful limitation.

I don't think it should depend on size very much. A 10 FP cap is really no more of a limitation for someone with an ER 30 pool than for someone with an ER 100 pool. You don't want to make this percentage-based, IMO, for exactly that reason. "Can't spend more than 1/3 my ER at a time" is certainly a huge limitation for an ER 3, but is pretty much a non-issue for an ER 150.
