Your example doesn't work, but a character who is meta enough to realize how things work and good enough with probabilities to guess at appropriate penalties could engineer skill-3 and skill-13 situations to trigger these.
GURPS Discworld actually has precedent for increasing task difficulty in order to trigger critical hits. |

Honestly, I think the only thing you can do in this situation is just try not to land on your head; without a parachute, there really isn't much to roll for.

Things you can do to try and save your skin:
1) reduce terminal velocity -- not terribly hard to pull off. parachuting+4, or perhaps even a simple DX roll 2) land correctly -- not on your head, and other various details I don't understand. a standard parachuting or acrobatics roll to reduce damage and keep injuries to legs. 3) Aim: This is the one you've really got to work with. And its probably the hardest of the set. Land in a haystack. break your fall with a tree. land in water if you can't pull off the other two. If the GM is feeling really cinematic have him drop you off on a snow covered slope. This is a tricky roll. are these realistic? Well, they could possibly work. They're highly cinematic. But given that you have daredevil, I don't think that's a problem, and best of all, such a tactic is awesome and can fly by rule of cool.

Could do what I did in a goofy campaign (Yes this happened) declare you are attacking the planet, miss because of distance modifier, then get to roll a 9 against everyone on the planet for incidental attack!
We landed on the king of the planet, was pretty funny storyline. |
