Default curse income tax

can you pay for that item out of your hand or does it have to be put down?

It says to discard an Item and the other players must discard Items too. Both the original Item and all the other Items used as payment must come from the table as cards do not become Items until they are in play in front of you.

The rules state that Item cards do not represent Items until they are in play, on the table. Anything that affects your hand, or allows you to use cards from your hand, will typically say so in these kinds of cases.
