Hmm. Here's how I'd go with it. I call him Captain Capitalism.
Contender (Martial Arts character template) [100] +6 ST (Super, -10%) [54] +8 ST! (Super-Effort, +300%, Super -10%) [936] Combat Reflexes [15] Enemies (Nazi Moon Reich) [-40] Enemies (Organized Crime) [-20] Motivations: Andrenaline Addict [0], Doing The Right Thing [-25], Glory Hound [-10], In It For The Money [-10], Looking For A Fight [0] You spend the points from your quirks buying Perks. Yes, that's 8 levels of Super Strength taken as a Wildcard Power. Odds are, it'll count for 34 levels of ST (Super -10%), 69 levels of Striking Strength (Super -10%), 69 levels of Arm ST (Super -10%), 115 levels of Lifting ST (Super -10%), 173 levels of increased HP (Super -10%), 21 levels of Lifting ST (Super-Effort, +400%; Super -10%), 12 levels of Striking ST (Super-Effort, +400%; Super, -10%), 12 levels of Arm ST (Super-Effort, +400%; Super, -10%), Damage Reduction 100 (Super -10%) and Damage Resistance 16 (Tough Skin, -40%; Super, -10%), Enhanced Ground Speed 17 (Super -10%), 69 levels of increased Ground Move (Super, -10%), Extra Attack 11 (Multiattack, +20%; Super, -10%), Super Jump 34 (Super -10%), Supernatural Durability (Super -10%) and Unkillable 3 (Super -10%) (You're so strong, you can pull your individual atoms back together after they kill you), and a bucketload of Innate Attacks and Afflictions, along with a few oddballs like Warp and Jumper (you either run so fast you might as well be teleporting, or you are so strong you reach forward and rip holes in space-time).
