1000 points and you need to take unlimited disadvantages as well?

Anyway- high stats across the board; then, so that you still have a role-play game, do not make him the most powerful character in existence.

Patron with equipment always available, allies, favours, contacts, wealth, many skills, some humanising quirks.

I suggest GURPS: Lensman as a source; they are excellent examples of exalted humans, psychic juggernauts going up to 3000 points, if I recall correctly.
Take a look, it makes the head reel.

A super-powered Superman from Supertown on Superplanet (who has just been made chair of Superness at Super University) might fit the bill.

As long as he's not the most Super creature in existence, of course.

High tech space operalike?

An unkillable with the origin of "cinematic immortality" akin to James Bond would be a fun option. So you aren't like a vampire regenerating so much as when you take major damage you are just beat up and will reappear later having somehow managed to survive.

I would suggest using lots of bang skills if you can to avoid writing down every dang skill.

Gizmos are always fun - and cheap. Just take 200 of them, the perq "easy to get along with" and the quirk "very giving" and spend your gaming session giving away gizmos as small presents to everyone you meet.

The last time I played a 1000pts RPG, I played a Powerpuff Girl...
They can fly in space and punch holes on ships...

Backgrounding them, well, TL10 Science + Chemical X will do the job...
(And no, my character wasn't created in such a way, this part, I'm joking)

I should point out that IQ 20 is the human maximum, so there needs to be some justification for those last 5 points. A mix of cybernetic implants and genetic modifications perhaps?

I'm not a member of the Cult of Stat Normalization; I considered having it at 20, but 25 feels more like a qualitative shift into superhuman intelligence. In a more realistic game, I'd probably have it at 20, but 1000 points for a character is well into super hero/human territory. I was inspired by Vinge's "Tatja Grimm's World" where the titular character was on mental par with transhuman intelligences and was born to a TL 0 tribe in the middle of nowhere.

Actually, if playing "super smart guy", you're better off trying to talk your GM into allowing the Super-Attribute enhancement (from GURPS Supers) on your IQ above 20. You pay a little more, but IQ 25 (Super Attribute) basically means that you have every "mental" skill in the game with a default at 18-21. Drop one point into the ones that don't, and you're set. A better deal than Bang! skills, if you want to be comprehensive.
