Quickie suggestion: Leave target numbers where they are, unaided by EthForces. Add multipliers to the check digit of guns. With celestial Dodges, this means that guns are still not the weapon of choice... but when they hit, they hit HARD. (Also, the disturbance point becomes even more pointed; when even a miss is going to make lots of nasty disturbance instead of a nice "whoosh" in midair... Yes, well. I'd assess some disturbance for hitting dirt, in this set-up, to keep the in-game justifications for Not Bring Guns To A Swordfight.)

I also think the notion that making it a Routine Action for a thug human to do a point-blank shot... is a great notion.
