Partial Surprise AGAIN

This may sound dumb.....but
I think we finally got a handle on Partial surprise.
1st and Foremostly GM rules condition of surprise if any.
2nd Basic Speed Order is maintained....(this has created a lot of confusion)
3rd Initiative Roll etc as per rules where....
The stun rules provides a natural order of action still based on Basic Speed even thought the fastest may be stunned and may do nothing for their action....Phew.
GURPS logic prevails.

Well, to be fair, it IS a bit different from the way that lots of other games cover surprise.

I'd be happy if the next BS [5th ed?] spent a little more time explaining when not to use partial surprise... or perhaps I just need a rules nursemaid!
