I imagine that "based on thrust" would be the least-broken ruling. It's already scarily easy to get bigger damage with a bladed hand than with a sword. No need to make it easier.
So, yeah your GCA is doing it right, and mine isn't.

Okay, I figured it out. Your data files are out of date.

At some point after the b423 release, Eric changed the data file code in Martial Arts.

The current Data File Update includes the correct data (what I'm seeing), while you're using an older file.

The Data Update on the Updates page should have the correct data.
