EDIT * I zoomed in on those rounds - no wonder it killed her.

Additionally, individual humans are so incredibly varied in body type, allergies, and various health factors that no single weapon can be consistently effective but non-lethal to one person without also being completely ineffective and/or lethal to someone else. If this causes a few broken limbs or even deaths, they'll just deal with the public backlash as best they can.

It is only about 25 foot pounds (131g at 280) so 2 points of damage or thereabouts seems right.

They are labelled Reduced lethality.
Thank you for the stats/ links (weird that it blocks those site-links first pass but opens them in the quote).
Sad but I had to look up how that incident would come out in GURPS: miss your target, roll for bystander/scatter, get a 3 or 4, random location Face or Skull, Head critical hit 6 or 7: treat as Eye hit even if it normally can't be.
