Decreased Time Rate vs. Altered Time Rate
So how do DTR and ATR interact?
Say I have a character with ATR 2 (tripled time), and then he's afflicted with DTR (halved time). Does that make them ATR 1 (doubled time) or more like 1.5x time (tripled time then halved, meaning 1.5 maneuvers per turn)? I guess this is the same as asking if Afflicting the Disadvantage DTR on someone with levels of ATR is the same as Afflicting one Negated Advantage level of ATR on them, or whether it simply does what DTR's description says and halves whatever their time rate (and maneuvers per turn) they have due to their ATR levels. Is there an official stance on this? One line of reasoning I had was that a character with ATR 1 costs a total of 100 points, and has doubled time. On the other hand, a character with ATR 2 and DTR also costs a total of 100 points (200-100), and only has 1.5x time. To me that suggests that DTR should just cancel a level of ATR, but I can't see a RAW way to justify that.

Usually the rules assume that an dis/advantage that comes in level is just substracted. So ATR2 - DTR1 = ATR1.
Compare sense modifiers and appropriate advantages for this.

I'd go with removing a level of ATR simply because 1.5 turns per second is annoying.

Well given Damage is rounded in favor of the recepent, not the dealer, Round up would be more consistent
