Default allowing an elf to help when you don't need it

Are you allowed to let a player who's an elf help you in combat to gain a level, even if you don't need their assistance?

The rules allow a munchkin who is -losing- to -ask- for help.
More specifically, you must be in a combat, losing that combat, and not already have a helper.
It is inherently against the munchkin code to accept help when they don't need it, after all, you might get less glory that way.

More to the point, it's against the rules, which describe clearly when you CAN ask for help (meaning that you cannot in other cases).
