Pulling Rank: Basis for Assistance Rolls

How were the values in the Assistance Rolls table calculated? I thought it correlated with the amount of points spent on Rank, but that isn't the case.

I've been trying to figure out the pattern used, but there isn't one that I've been able to discern, and I'd appreciate it if someone could clear this up for me.
