This is your problem. You keep ignoring the fact that they could both be available in the same campaign. Their point costs should be balanced with that in mind.

This is a good observation.

Based on this, I'm inclined to increase the cost of Regeneration (Slow) to 20 points. That way it's mechanically balanced with VRH.

I guess you'd have to raise the price of the other levels as well. Say, 20, 40, 60, 100, 150.

EDIT: Since the doubling component of VRH is 10 pts, you should be able to double the rates for Regeneration for +10 pts. So, 30, 50, 70, 110, 160 for x2 recovery for my proposed pricing.

Why not just eliminate VRH or Slow Regeneration?

Yeah, that was pointed out over 50 posts back:

It's also been pointed out many, many times by many posters why it can't be eliminated, and the hole it would leave.

I rather like this solution.

So what you're saying is that a normal person couldn't get flight because it's not normally available because it isn't mundane? Perhaps we could say a normal person who could fly might have an unusual background that allows him to have access to something not normally available?

Kinda the same thought process behind what I'm talking about.

Also, UBs must be approved by the GM. And I'm telling you that when I'm running a game where the players are normal humans, I'm not approving a UB that allows exotic or supernatural advantages.
Because the tags in the book are gospel truth? Even though Slow Regeneration is mechanically identical to Very Rapid Healing, you wouldn't allow it because it has a little alien sitting beside it. If they deleted Very Rapid Healing, would you assume they were saying people couldn't heal that quickly?

Just because it is in the book doesn't mean the players get to have access to it.
Just because a trait is marked as cinematic or exotic doesn't mean that the players shouldn't have access to it.

That would make him Unusual, now wouldn't it? Rather than Normal? As the definition of normal human includes "Doesn't Fly Unassisted"

Someone who can Heal Very Rapidly is rather noteworthy as well, I would think.

Thanks. You inspired me.

I'd like to tweak it a little so that it scales and add another option. How about:

x1...20, 40, 60, 100, 150

x2...30, 50, 70, 120, 175

x5...35, 55, 75, 130, 190
