Not as much as you'd think. I have a PC that has Para-Radar with Penetrating and Telekinesis. It's a small object, so it's hard to find, but if he can, he can just pull it out with TK.

Because it has nothing to do with severing the spine? You can just cut through the skin (I don't think there are any important blood vessels at that point), reach through with your fingers, and pull. That's definitely easier than severing the spine or cutting through the neck.
