Cultists in Munchkin Chthulu: sudden win

Hi!
I was thinking something:
Imagine that, at the start of a Munchkin Cthulhu game, all 4 munchkins have drawn a cultist class card.
So, each player put a Cultist card in play in the character creation phase, as their Class.
The game ends here and there, before it even begins? Who wins?

The last player to play a Cultist card wins, because she gained a level for being the only non-Cultist before she played her Cultist card.

If all the players truly play Cultist simultaneously, they would share the victory.

Sorry if I ask this but, even if there's a low probability of that, shouldn't it be revised? Like, you can only play voluntarily cultists class cards in the first few turns under certain conditions?
What do you officially think about this suggestion?

I think revising rules to account for a very unlikely corner case is overdoing it, especially when I don’t think that corner case is a problem to begin with.
