Can you play a half-breed card with a race card and be half-human, half-(that race)? The reason I ask, is could you play a "usable by humans only" card at that point?

No, you can't play Usable by Humans Only cards while you have Half-Breed. It's covered in the FAQ in the following manner:

A. Yes. You get the "all the advantages, none of the disadvantages" benefit of Half-Breed for your other Race, but you can't use Human-only items or claim bonuses against monsters that have trouble fighting Humans. (As a practical matter, there are very few of these, so this doesn't come up that often.)

So yes, you are half-human, but that means nothing in terms of the mechanics of the game as you have no advantages of being human (and I assume you have no disadvantages of being human too).
