Is this before or after the tripling effect for essential food?

Can you cast it on 1 meal of regular food to get 3 meals of essential food in one casting for 3 FP? Or do you need to pay 9 FP?

It's before the tripling effect. One meal created with Essential Food is as good as three created with Create Food.
