Default Quick All-Out Attack Movement Question

Rules as written and canonically speaking, can a character (an archer is in question, if it matters) who takes the All-Out Attack maneuver shoot, and then move forward up to half Move?

Can said character move forward, then shoot, then continue to move forward up to half Move?

Rules quote and page reference appreciated.

Not a rules lawyer but as I use it, he can shoot after or before the move but not during it. Not sure if it is the RAW.

MA 97: "As usual for All-Out Attack, the attacker may move up to half his Move forward before attacking."

That's the only rules reference I can find. I remember in GURPS 2nd that attacking specifically stopped the movement in an All-Out Attack, but ranged all-out attacks weren't an option so that doesn't mean much.

Also, in B365-366 and MA100, Attack, Committed Attack, Defensive Attack, Move and Attack all specify when in the movement sequence the attack can occur (before or after in all cases) while All-Out Attack doesn't. So by inference, movement must come before attacking in an All-Out Attack.

Attack states that one can attack, then move, OR move then attack.

However, Move and Attack states the attack can come "during or after" movement. That "during" to me means the character can move, attack, then continue moving.

Committed Attack (Martial Arts, pp. 99-100) states: "An attacker who takes two steps can step, attack, and step again – a tactic known as 'attack and fly out.'"

So, I'd say precedence has been twice set that an attack can happen at any time during the move in an All-Out Attack, as long as movement is always forward and up to half Move score.

The movement portion of a maneuver can occur before, during, or after the maneuver's other actions. This is explicit for maneuvers that permit a step:

The general pattern is that if you can move at all, you can do none, some, or all of your movement before you attack, and move the remainder of your allowance afterward. This doesn't remove the limitations on how you must move; e.g., forward movement for All-Out Attack.
