I am an Epic Samurai Orc with a Splatbook(among other items, giving me
the requisite 10 over the kill) facing Frank Limejello. If I invoke
Draw & Strike to kill him, do I receive 3 levels for the kill?

No. You're using the Draw & Strike ability, so you get whatever that says. In this case, you get the Level reward for the Monster you killed with Draw & Strike, or only one Level even if you have to Run Away from other Monsters in the combat.
