Not likely. Adding rules for the missing SM's would be meaningless unless you added cost and weight for the missing SM's to all of the loadouts, which would require the author going back and recalculating everything followed by inserting a not inconsequential amount of text into the PDF. Enough added text it'll probably add a page or two to it's length, and would require laying out the entire book again. That's an awful lot of work for minimal gain. If it had been done from the beginning I could see it having been worth the extra effort, but now it's too late (unless the book becomes a runaway hit... which I doubt will happen).

Yes, it's correct. Fine is +2 CF for a crushing-only weapon; the decoration is another +4 CF. So that's +6 CF total, or seven times cost. A staff is $10, which comes to $70. Add $280 for the gems and you have $350 item value. That's just over the $340 line for a 5 FP power item ("For in-between values, use the next-highest amount."). Then add $30 for the Staff spell. That's $380.

Some other oddities I'm noticing:
Deluxe Delver's Kit includes 5 pints of oil, but no container except for the Bulls Eye Lantern (which, given it's description, seems to only hold 1 pint of oil), and the Canteen (which only holds 1 quart - 2 pints - and one would assume that's normally water). Because some of the equipment doesn't scale with size this means that the SM-4 and SM-6 Delver's Kits are woefully over encumbered; I mean, 28 pounds for a Deluxe Kit isn't too bad for a ST 5 SM-6 Pixie (Heavy Enc), however their backpack only holds 1 pound and the sack 0.4 pounds, meaning they've got nothing to haul around 28 pounds of gear in. 3/4 of that weight is also the Canteen (3 lbs), Lantern (2 lbs), Oil (5 lbs) and Rations (9 lbs), which don't scale with size. All in all the scaling of the Delver's Kit could have been given a little more thought.

Actually until right now, I didn't realize that Oil on DF1 pg. 24 might not include a container already. Weird. I also just noticed that footwear is optional for a lot of delvers - Barbarians, Ninja, the Armor of God variant for the Holy Warrior . . . that's just at a glance.

Sandals and Shoes are listed individually for quite a few loadouts. I suppose you could assume a pair of Sandals ($25, 0.5 lb) is included in the cost and weight of Light Clothing ($60, 1 lb) or Normal Clothing ($120, 2lbs). The Clothing description in the Basic Set p. 266 does say it includes footwear.
