Charity if you have 5 cards or less?
Can you discard cards for charity at the end of your turn if you have 5 cards or less?

No, you are only allowed to give Charity to get your hand down to the maximum hand size (usually five cards). Unless a card allows you to, you cannot give cards away from your hand at any other time.
(You didn't ask, but this comes up fairly often: you ALWAYS have a Charity phase as the final act of your turn. You may or may not be required to give Charity during the Charity phase, but the phase itself always happens.)

No. The instructions in the rules are that if you are over the limit, you must get under it by playing cards legally, or give away (if you're not lowest Level)/discard (if you are lowest Level) the excess. There's no case in the rules for giving away or discarding without having more cards than the limit. Of course, you can always play cards, even if you are under the limit, since that's just a fact of it being your turn.
