Colorblind (One eye)
Is being colorblind in one eye only a meaningful disadvantage? I ask, because my setting has invented cybernetics, but not color photography.

One of two things would happen. Either the conflict between sensory inputs would cause sensations like pain or dizziness that would need an eyepatch to correct or, and more likely the brain would just fill in the colour input with it's imagination and the input from the eye that actually has colour vision. My night vision is actually terrible in one of my eyes and great in the other one. I have to cover the good eye to notice.

How often are you going to use JUST that one eye? I would say that using both eyes, with one color-blind, would give a duller and more washed-out color vision. That might be a Quirk but that would be all in my opinion, unless the character is in an industry where shade of color are important.
If you have to use the color-blind eye a lot, then I would say the maximum would be about -10%. Just an opinion.

Colour vision is to a great extent a product of neurology. If one was born that way, and both eyes were otherwise equivalent, one would likely never notice it. It would certainly be worth less than a point.

Either your brain is going to "look" out the other eye a lot, or you're going to see desaturated but still perfectly good colours. It's going to be a better situation than "normal" colourblindness almost all the time, and that's only a quirk. So this is a quirk at best.
The disadvantage "Colourblind" is present in humans, but it's very uncommon. This would be a good excuse for Chronic Pain, though, giving you headaches.
