Yes, do this. If you use Mass Combat but not for an army-scale engagement in which the PCs are generals, then what really counts is the scope for individual heroic actions by exceptional soldiers/junior commanders (the PCs) to influence the rest of the skirmish, even if most of it is abstracted. Mass Combat allows that and has good rules for that, so that's a very good idea and it's feasible too.

What is the best source for standard Nazi Goons or, I suppose, more realistic treatments of oppositional Germans? I can build an estimation from High-Tech or try to tone down the stats given for Reich-5 Raven-SS troopers, but I'm sure I'm repeating work done by others.

Additional baseline stats, templates, and/or equipment for the British MI-5 B5(b) would be appreciated.

I would buy All The King's Men and Iron Cross, of course, but then I'd need to get Dogfaces and Doomed White Eagle and Red Tide and so on and I'm not sure I have enough space on my bookshelf.

An additional curiosity, is there a WWII Japan sourcebook?

PDF versions don't take up any bookshelf space! :)

There were plans on it, but they cancelled the series before it could be written.

There's an MI6 template with notes for adaptations to MI5 in All the King's Men. But in general, intelligence agency staff are less uniform than actual soldiers.

Besides, while having GURPS WWII: Iron Cross would be nice, you can use the templates for the infantrymen, scouts, snipers, commandos etc. of the basic book of the line, GURPS WWII, which all come with customization notes for the German variety of them.
