Skyrim's Ebony Blade

Could someone stat up the ebony blade from Skyrim? It's a TL3 katana that steals HP from those it hits. It also has the feature that its enchantment enhances whenever you kill an innocent with it (although if that's not doable I'm not overly concerned).

There's no real need to stat it up properly according to a certain book or list of rules because as special magical gear it can have whatever stats you want it to have.

If you want to say it's a Katana (maybe with an extra +1 to damage for being made of a magical ore called Obsidian that works, holds an edge and breaks like metal, but is otherwise identical to the glass-like rock) that heals 1 HP to the wielder on every successful hit and and the bonus increases by 1 HP every time an "Innocent" is killed (up to a maximum of the full damage inflicted) just declare that and move on.

I don't have stats on hand but you might want to look up GURPS conversions of Elric as that sword is pretty heavily based on the Sword Stormbringer from those stories.

Stat it up for what? Dungeon Fantasy? Generic Fantasy? Low-Tech?

If you're looking for formal mechanics to associate with it, there's the Vampiric Strike imbuement.

It's either a Gadget-based Imbue + Vampiric Strike, or, Gadget-based Leech with Follow-Up. If you want to allow it to get stronger, take it as Leech and Feature: may be improved with Earned Character Points.
