Default Can NPCs break the rules? (moved from KS discussion)

Perhaps all the writing is done on this, but if it isn't too late for edits I'd like to lobby for NPC stat blocks that conform to RAW with respect to experience and advancement. I.e., if an NPC has more than 38-40 stat points there should be a good reason for it!

After yesterday's meeting, the book is complete and we will run a test with the printer soon. There is no time in the schedule -- or cash in the budget -- to rework the project.

I believe there are four NPCs in the 41-43 point range: the Thorsz, his chief battle wizard, the head of his secret police, and a legendary rebel leader. There's a few more high-tier NPCs (a few of the Thorsz' elite guards, head of the thieves guild, a rebel wizard, a top assassin, etc.) in the 38-40 point range. Most everyone else is built on a lower point total.

Groovy. Of course 41-43 is in reach if you make creative use of wishes. The NPCs that bug me are ones with individual and total stats that can't be reached by any combination of wishes and experience points obtainable in less than a thousand years.

Note the limitation at ITL 149 on multiple DX boosters when playing the Thorsz.

His 67800 XP at an age of 50 is 113 XP per month or an adventure every fortnight, no wishes needed.

In my big adventure there is a 44 attribute wizard who's big into experimental risky magics so you know that Yintfig has been wishing his attributes up. Go ahead and conclude that Summon Demon is a spell he's not willing to talk about. (Not that it would help him with his little problem, other than giving the party a head start.)

Besides, any NPC might have a little bit of demi-god or demon in their blood line. If that's not in the GM's purview I don't know what is.
