I meant a 4e UT2 of course. For the most part the 4e UT replaces both of the old volumes.

What is to prevent allowing HT improvements on UT weapons? I've always assumed that was a viable option.

If there is no logical reason to forbid a specific combination, I'd say it was viable, yes.

Of course, High-Tech probably ought to have been written before Ultra-Tech for optimum compability.

Been there, done that. TL;DR: they were released in the order in which it was possible to release them under the constraints at the time, including the much-needed availability of authors. (That is, I agree with you, but seems like there was no viable alternative, and the circumstance were non-ideal.)

Both books were being written in the same time frame. They were not completely independent. My memory is fuzzy about how far along High-Tech was during the UT playtest and second draft stage though. That was the time period the UT book was rewritten and I was involuntarily recalled to active service.
