Land mines. They always work against anything that is in contact with the ground. Yes, robots will have sensors; advanced mines, in turn, have stealth features that make them hard to spot. Even today, there are mines with little to no metal parts, to defeat metal detectors. Robots will have ground radar, but that can be fooled, spoofed or interfered with. They might have chemical sensors sniffing for the explosives, but there are ways to fool those too. And so on.
Mines, even advanced ones, have the noticeable advantage that they are extremely cheaper to build, also in numbers, than the targets they are intended to neutralize. This applies to a humans-vs-robots situation (an asymmetrical war situation), too. If the GM doesn't want the heroes to have a great robot-killing gun, then mines fit the bill. A nice fringe benefit, finally, is that it's not all that uncommon for vehicles to be only damaged/immobilized by land mines. So if the GM doesn't want truly powerful military robots to be destroyed all that easily, mines are fine; they will damage the thing, slow it down or stop it, but they aren't silver bullets. A damaged, but not destroyed, robot is a good plot device, too. |

Most bots are likely hardened, but you can't harden open gain antennas, microphones, and ccds, so the emp can strike them dumb, deaf, and blind. Really complex bots may have backup devices (retractable shielded devices), but then they are still mostly deaf dumb and blind while they protect the backups by not exposing them. |

It may be worthwhile for you to take another look at my suggestions from post #3, where I mentioned - amongst other things - EMP rounds. Basically everything I listed can be found in Ultra-Tech, except for SAPHEC (which is in High Tech instead).
Ultra-Tech has more advanced TL 9 versions in the form of Microwave Disruptors. One is even called an EMP Gun. |

Trouble with those is that they require a lot of high-tech resources to create and maintain. For humans in the RoS setting, what's needed is more along the lines of stuff small guerilla groups can use.
Although, there is an exception. If human rebels are allied with a foreign Zonemind, they can have access to all sorts of nastiness, just as a guerilla group allied to a real-world foreign government can.

If they can access the TL 9 one they should absolutely use it, but the tl7 one is a simple device that even a non Gadgeteer could put together from salvage pretty quickly which has its own pluses in a reign of steel setting.

Good point. My Reign of Steel campaign is set in the jungles of South East Asia so there will be plenty of natural (non-metallic) fibres around.
