GM ruling required, I think. Greater Wish rule literally says it can raise IQ on any figure by one, up to 14, but a GM might reason it also can't raise a figure's IQ higher than the species' maximum.

Attribute Enhancer enchantments have a similar limit to a final adjDX of no more than 14.
