An Infirmary isn't just about having a bed to lay back and heal, it's about having the equipment to start the healing. Bandages, surgical instruments, x-ray machines, etc. This is even more important if the Supers have secret identities and don't exactly want to go to the local hospital. Or if they're acting extralegally (doubly so if they want to be able to treat prisoners wounds).

It occurs to me that if this is a black ops government team they'd have a liaison/minder. He'd have an office, several assistants, and a secretarial pool.
Futher this base should be in the sub-basements of a skyscraper, near a hospital and the subway. Flying heroes could come in through an otherwise inaccessible door near the roof and have an air-shaft to fly down. You could have a secret subway station to ship supplies in and out, as well as to deliver certain criminals to more secure facilities. Similarly, doctors and nurses could be brought to the infirmary by a secure and secret path. And those the infirmary can'i handle can goto the hospital also by a secure and secret path.

I would actually have it located in Staten Island, on Todt Hill, away from the spectacle of Manhattan. During WWII, flying superheroes would have been a security nightmare in Manhattan, so Staten Island would make more sense. An underground tunnel from Todt Hill to Fort Wadsworth would also allow for access to the facilities of the base (and, since it was a mobilization point for the Army, it would have been busy enough to hide the movements of any supers who wished to remain anonymous).
A 250 CP superhero with IQ 14 [80], Earth Talent 4 [20], Luck [15], Tunneling (Slow; 10 yards per minute; Reliable, +10, +50%) [15], and Engineering (Mining) IQ [8] could borrow through the 2,000 yards of solid rock in a little less than an day, and they would leave a really stable tunnel behind them (they would roll against a 28 to create a stable tunnel). Such a super (which I will name the Stone Mole) could honeycomb Todt Hill (and Staten Island) with secret tunnels with just a couple of months, meaning that the supers would have multiple exit and entry points. Of course, such a character would not attract much public attention, but they would be a valuable support character. |

If they are working for the US government, they could use the one at Fort Wadsworth (or the one at Fort Tilden in Queens).

Some sort of general training room would be needed. It may be an option to design a single room that can be configured for a variety of purposes - shooting range, trying out power techniques/combinations, practicing teamwork, etc.
