I would not do Social Stigma. It's usually intended to represent something that produces negative reactions from everybody, or everybody but a small group. In this case, Robin Hood gets negative reactions from Prince John and a bunch of aristocrats and officials, but the great majority of ordinary people admire him.

An outlaw who is known to be an outlaw, and pursued by the legal authorities, has Enemy (Hunted). One who is suspected, but for whom there's no proof (in a legal system that doesn't just arrest you anyway and extort a confession), has Enemy (Watched). One who is carrying on crimes in secret has Secret at a level appropriate to the applicable penalties. I think those are the main options.

Of course you can adjust this for specific groups with Reputation. But we're talking about things that affect your overall position in your society.

Are you going for the supernatural aspects of the Robin Hood legends as well? Bringing in Herne/The Green Man?

I'm playing with the idea that both reputations cancel eachother out. So, the greater the positive reputation the lower the negative one. Meaning that the more loved by common folk the more hated be the noble class. But I'm not really sure about that.
See p28 - Multifaceted Reputations. This is just one reputation with two sides to it in 4E.
