Default Annihilation, high class and winning

Situation

Player A is level 8, and has the high class mod

She fights and everyone agrees she wins, fights over.

After the fight she states shes using her high ability to forgo treasure for the winning level

Player b has annihilation

Can he
A) use it on the monster or since were at the point the highs being used is it too late
B) can it be used to counter high and destroy it

Id say no to both as annihilation can only be used countery as a cards played but i wanted an official ruling

Annihilation can remove a card from the game, even it's been in play since the very beginning. However, there are more than a few cases where you couldn't remove a card with Annihilation once its effect has been used to remove the effect. Once the Monster has been defeated, it's gone, and Annihilation couldn't be used to remove it. Once the player said he was not taking the Treasure to gain a Level, then High could not be removed with Annihilation to cancel the effect, either.

Now, had the player with the Annihilation card used it on High once the Monster was defeated, but before the other player had made the statement to forgo Treasure, or had used it on the Monster before the player fighting it could declare victory, we'd be discussing legal plays.

This is exactly what i thought

Just to confirm, the counter part of annihilation only refers to when the card is first put into play correct?
