Firefly Lens:

Adjust TL to WTF you've decided Firefly is. Use all Old West Templates as-written, but add Pilots and Technicians from Space 4e also. And of course super karate girls, but that's the Whedon Lens.

These aren't templates but ideas for templates

Outcast:

This would be a vague term for someone with a past to leave behind. He might for instance be a Confederate veteran. Or might have killed an influential person in a duel or brawl(this explains how he can have a "shrouded past" without being a professional criminal. He would always have "Secret". Perhaps this is more a modification to other templates but it is a good one.

Enterprenuer: Don't ever let anyone tell you that the wealth of California was in gold. It was in Pants. And Pots and Pans, and Soap. The miners if they were smart got a little then settled down. If they were dumb, which seems to have been the usual case, they blew it all and moved on. And as a song goes "all the gold in California, is in a bank in the middle of Beverly Hills under somebody elses name". Somebody else being Levi Strauss.
This would have merchant naturally. He might have greed. One might give "chummy" to get the "amiable, slightly rogueish Yankee Trader feel".

Expressman. Carrier of overland passengers and freight. This has variations from the traditional Wells-Fargo Stagecoach, to the Muleteers of the Santa Fe Caravans, to the oddities like Hi-jollies camels.

Or one can simply go to Time-life and read down the titles. Each book has a title that can make a template.

The Disadvantage choices do include Reputation [-5/Level] and Social Stigma (Criminal Record) [-5]... I think a combination of the two describes the effect you want aptly...

Tweaks made to the skills though.

Actually according to tradition(which is not to say facts) a horse thief is the lowest of the low, the equivalent of "nithing" because a horse could be life or death. That is probably exaggerated by legend but I read somewhere that horse theives were liable to lynching.
Cattle rustlers have a variable reputation. In some circles it is almost respectable-kind of like bedouin camel rustling. Some ranchers considered it almost a game. That was still the case in Australia in the mid-twentieth century with pre-branded calfs and they describe the friendly rivalry about this in the romance miniseries A Town Like Alice. On the other hand when my dad was a boy in Eastern Oregon it was considered neighborly to return strays(apparently the difference had something to do with the fact that the Open Range wasn't yet obsolete in Australia.
Cattle rustling for some reason, is often considered an aristocrat's sport in many parts of the world and sometimes carries a "Homeric" air to it. Sometimes though cattle rustlers are considered "dirty no-good yeller-bellied varmints". It is a weird ethic.
