Rallying Cry from DFRPG

I'm doing this here instead of in the DFRPG thread because I want to get under the hood.

Any idea what it's exactly built on? I have a notion of building out some more shouts (ala Diablo 2/3 Barbarians) and I'd love to work backwards to develop some completely different shouts that can be done without burning maneuvers.

I think it's a Unique Technique for Leadership, based on the existing ability to Encourage your allies to resist Fright, mind control, and fear.

Lots of abilities in the DFRPG were drawn from a variety of earlier sources, most notably:

• GURPS Dungeon Fantasy 11: Power-Ups
• GURPS Dungeon Fantasy Denizens: Barbarians
• GURPS Dungeon Fantasy Denizens: Swashbucklers
• Pyramid #3/61: Way of the Warrior*
