Default [Powers] Augmenting Another's Advantages

So, I was wondering if there is a way to augment another's advantage (say for example Lifting ST 10) by using their own ER/FP. For example, you have character A and character B. Character A has the ability to augment a target's power by a variable factor depending on the target's ER/FP available. Character B has 10 ER & 10 FP and Lifting ST 10. If A activates his ability on B, he could increase B's Lifting ST by +10 (either costing 10 ER or FP) or by +20 (using 10 ER & FP).

My immediate thought was to use the Affliction advantage with the Variable Enhancement limited to Advantages with a specific list of advantages. However, if the increase in power forcefully drains the target's energy supply, would that require something else besides Cosmic (No resistance roll)? Also, how would you handle it automatically adjusting the values to the maximum possible, such as if the target has 100 ER and you increase the Lifting ST by 100 instead? Would that simply be adding the variable enhancement?

Draining someone's FP is an attack, even if they "get something" from it. So that part probably needs to be an Innate Attack (with Cosmic if it can attack ER too).
