Then I developed a grey streak in my hair in my 20's and cemented it :) People still think I'm older than I am; if my family is any indication, that'll swing around in a decade or so and people will begin to think I'm younger than I am.

If you get a Passing Appearance perk, it costs a point because it's useful in allowing you to seem to be something you are not, in a campaign where you would want to do so. If you are likely to be taken to be something you are not, when you don't want to be and when it's inconvenient or unpleasant, that might be a quirk. If it's just a neutral fact, it's probably a feature.
