Default GUAL to a Lv9 Munchkin

The question is... 'can i use a GUAL card on someone who's already lvl9?'

i.e. Some other player reached lv9 and is using nice itens, can i use then the card "GUAL: Senseless Act of Kindness" so he wont gain the level since hes already lv9, but will have to give his highest-bonus item to another player yet?

Or if i am lv9 and have 6 cards on hand, but don't want to do charity, can i use one GUAL card on me, i don't gain level but the card is discarded....

You may not play a GUAL card on someone who has to kill a monster to level up.

Thank you very much... but other cards that would make you gain a level, like the "duck of many things" which includes gaining a level on the final, can't be used at all? By someone already at lv9 i mean...

No, you cannot win the game by any effects.

The only exceptions I know of to this are: Divine Intervention, High, Dark (Only when the player dies), the Orc's ability (can't remember what it's called) giving it an extra level when you beat a monster by more than 10, and the Epic Orc's Munchkin Munch ability.

In other words, there is no possible way to go up to the winning level except by killing a monster unless a card specifically states on it that you can use it to gain the winning level.

My question is not about the winning level guys, i know the rules for that...
What i meant is if a lvl9 munchkin can use the "duck of many things" and do all the things the card says, except for the "gain a level" part... OR because he's already lvl9, he won't be able to use that card, even if he wants the other benefits...

Yes, he could use the Duck of Many Things card. The previous rulings here have been that a level 9 player may play a card with a GUAL effect, if there's another effect that he wants. (The best example: "Kill a Hireling: GUAL" played just to off someone else's hireling.)

Playing Kill a Hireling isn't a GUAL card? So i think you couldn't play it if you are level 9 just, even if you just want to kill someone's hireling...

Much older rulings, of course. It's been stated on these forums, fairly recently, that the current ruling is that a player who must kill a Monster to gain a Level can not play a card that would give him a Level unless the card expressly states that it is an exception to the rule.
