Nose, Shadow, Snot Elemental

I was just curious about these three monsters (Nose, its Shadow, and the Snot Elemental), because the Snot Elemental gives bonuses to the other two...yet a Wandering Monster card is needed to put these two together. Considering how big the deck actually is for each of these singular monsters, and the relative rarity of Wandering Monster cards, it seems kind of disappointing that Snot Elementals can't just be played onto the Nose/Shadow without the use of a Wandering Monster card, unless it was intended that way, and I'm missing it. Is it intended that way?

Since neither the cards nor the rules provide for some special interaction like you're suggesting, a Wandering Monster card is necessary.
