Compulsive Habit has a lot of qualities of this; in Scrooge's case, it's arguably Compulsive Austerity... but that's really just Miserliness, and the add-on effects like poor health are better represented as their own Disadvantages (Unfit, low HT, Terminally Ill, Susceptible, low Reputation, etc).

Possibly just a more generic "Self-Destructive" disadvantage, which can represent anything from self-defeating behavior to physical problems like self-injury or suicidal tendencies. Base it on Compulsive Behavior, Low Self-Image, Obsession, or On The Edge.

FWIW, there's a GURPS 3E disadvantage: Compulsive Behavior (Morally Opposed) which covers similar ground.

I tried to fold that aspect of his character into a more generic OPH, with his verbal nastiness being symptoms of his overall nasty personality. It could certainly be broken out on its own, however.

Bully is a better choice than my proposed OPH. It would have exactly the same point cost and reaction modifiers, but simpler and more obvious game mechanics.

I'd like to see a pulp Monster Hunters version, inspired by the Duck version.

Old man Scrooge, pestered by ghosts takes matters into his own hands, and chains the spirits using spells from an old spellbook he had to take as repayment from a delinquent sorceress.

Now, with his trusty sidekick, Cratchit, they're out busting ghosts and taking names, using his chained spirits to scout out locations etc.
