Obvious candidates-

Morgan Freeman- why else does he get to narrate almost every movie he's in?

James Earl Jones

I'd say Clint Eastwood and Sean Connery, but it's hard to distinguish how many parts Voice they have and how many parts Charisma.

Patrick Stewart and Ian McKellen- hard to go past Shakesperean theatre-trained British accents.

The guy who does Optimus Prime in Transformers.

And to round out- Heath Ledger and Johnny Depp, both have natural, resonating baritones.

Two actors, working together show me Voice should be a leveled Advantage.

Has it: Patrick McGoohan (#6; The Prisoner, the Scarecrow, Man in the Iron mask Miniseries etc). Has more of it: Leo McKern (A repeating #2, Rumpole of the Bailey, ladyhawk, etc.) As potent a voice as McGoohan had, McKerns was amazing.

Off the top of my head I'd go with 10/8/5/5 per level. There are some diminishing returns on this, It's a talent in many respects so a cap of four levels seems suitable.
