I assume you mean one to give a bonus or obviate the need for Fast-Draw, in which case I'm curious: have you seen a need for one? The swashbuckler has a minimum Fast-Draw of 16, plus Luck. We've had two in our games and I've never seen one fail a Fast-Draw roll.

With a rapier fewer points can be expended on the Fast Draw. It is useful when taken by surprise(which is a consideration when making a streetfighters weapon which it originally was, but not a duelists which it became). However a rapier does not have the weight for a slash and it's edge is mostly a diversion. Carrying the inertia of a draw into a blow like a kukri or katana(or probably any curved sword) can do or a side sword can probably do is irrelevant. In fact a rapier's best slash is a tip cut(because the neck is the only fatal cut possible with a rapier and a tip cut is the easiest way to cut the neck) not a full edge one. Rapiers are optimized for thrust and the slash is a diversion but you cannot carry the draw into a thrust like you can into a slash.

On the other hand if attacked in the street one might speculate that the first weapon you want out is the off hand dagger to push away the ruffians other then you. Once you have made space for yourself you can draw the rapier and get more space and perhaps seek an initiative.

Fast Draw scabbards are just something I've wanted since Low Tech came out, it makes me very sad there exists the equivalent for guns in High Tech and Low Tech, and fast draw duels (with swords or guns, or even one of the most awesome ever, knife vs gun) are one of my favorite things

Easily remedied. Per GURPS Low-Tech p. 57, a weapon's sheath or scabbard makes up 1/5 of its cost. That's for a basic one. And per p. 14, good quality (which here could mean +1 to Fast-Draw) costs +4 CF, while fine quality (+2 to Fast-Draw) costs +19 CF. So that gives these costs for new scabbards; you could presumably sell your old sheath to help cover a teeny part of the cost:

Fast-Draw Scabbard: +1 to Fast-Draw for the specific weapon it holds. Weapon weight is unchanged. Cost equals the full price of the weapon it holds (base price, before any CFs).

Fast-Draw Scabbard, Fine: As above, but +2 to Fast-Draw, and cost equals four times weapon price.
