Default [Madness Dossier] How does Oggun's melee weapon skill work?

Looking at the Oggun's write up in The Madness Dossier, it looks a bit like Oggun's write-up gives something like Modular Abilities on the cheap. Or is the melee weapon skill fixed for a given cheval the first time the cheval *ever* invokes Oggun? If this really is "modular abilities on the cheap", are there guidelines for designing similar Loa, e.g. "6 points in the first non-English language he hears"?
